Silicon is the easiest, least costly and most effective route.
Had this same problem after a new replacement windshield 2 or 3 years ago. Both the windshield and the gasket were replaced with new products. Thereafter I had a leak on the drivers side floor. The solution was to use black silicon adhesive between the windshield and the windshield gasket on the outside.
Recently, it sprung a leak again. This time I used clear silicon adhesive and it stopped it right away. Try to peel the gasket back as far as possible with one finger while filling the gap with the silicon adhesive. Use clear silicon and have a few clean rags hand to wipe off excess. Works great.
