Sounds like law enforcement is pretty uniform. I'm in Idaho and the police here by written policy ticket in the same fashion. Even if AP had a dozen witnesses saying he had more than enough following distance and the Blazer was following the Toyota too close to stop, he'd have been ticketed.
Best to go to court and fight based on reasonable doubt and the complete stupidity of the Blazer driver. It's one thing to be ticketed for following too closely, but too much distance invites a moron to slip in front of you and hit the binders.
With regard to the Blazer, in Idaho over 50% of the vehicles here have always been pickups. Normally I drive the Land Rovers (old ones), and feel that my driving position makes me responsible to watch the traffic ahead and drive accordingly. This makes up for the person behind not being able to see through my truck to the traffic situation ahead.
