It's been my experience that pressure is constant in the coolant reservoir. The check valve in the cap leaks it out as required, but depending on it's condition it may leak all the pressure out as it sits and cools, or it keeps some. I'd say that an indication of oil in there is the thing to look out for. Maybe the owner changed the coolant and hasn't run it hard since, so no oil is visible. One good moderate length drive with some boosting should turn up some oil in the tank if there is a head gasket problem.
