If below -30, you might be sludging. What viscosity is the oil? I would temporarily use Mobil 1 as it is good down to -35. If this is what you are already doing, you might need to check Jim Moncrief's suggestions. He is usually right on the money. (Also reputably sells good parts.)
I notice you mentioned Canadian tire, so I hope I am correct about the cheaper sludged out oil. I don't want you to get pissed at me if you spend money for mobil 1 and that ain't it
If not this, then you have a blockage downstream that is preventing oil from flowing. I am also about to suggest something I SWORE I would never suggest. If there is a blockage, take 1 quart ATF and 1/2 quart Marvel Mystery Oil (if you can get it) and add to your LOW viscosity oil. Remove main wire from coil. Crank engine for 3 seconds, then stop for 15, then crank angin for 3, etc.... Then let car sit. Repeat a few episodes and let car sit overnight. The next day, start the car with wires in place. DO NOT run car with ATF in it for over 1 minute. Then drain the oil and replace with LOW LOW LOW viscosity and see if the problem persisits.
