I pulled the piece outward and slid out the aluminum slider that attaches to the fender. I enlarged the whole and got a large plastic screw with a matching wingnut. Then the screw needs to be so large that its shaft takes up almost all the hole in the fender. I placed the screw through the whole in the slider and filed the head flat on opposite sides so as it fit so tightly that it would not spin. You might use hot glue too. Then replace the piece over its backing, and slide into the fender flare. Now place hole assembly though the screw holes in the fender. Reach way up into the fender and twist on the wingnuts as tight as you can.
Not exactly factory, but it will last and hold things perfectly.
