either the device that ups the idle speed at cold isnt working correctly or your hot idle mixture is too weak and your throttle stop screw is set a little too far open to compensate for the weak mixture when hot.. when cold the additional air blead that comes in (plus extra fuel for the rich mixture) in addition to the throttle plate setting results in too fast an idle..
check your hot idle mixure and throttle stop screw settings are correct.. 900 to a 1000 sounds a little fast anyway.. u could slow it down.. a smooth reliable idle and pick up being the limiter.. 800 should be obtainable.. this will have the effect of slowing your cold idle down as well by roughly the same amount..
i have the opposite problem to u.. i have to have my hot idle a little too fast else my cold idle is too slow and unreliable.. he he
the old fashioned way of doing this was to first set the throttle stop screw to keep the engine running.. then tweak the mixture screw until the highest rpm was obtained.. then back off the throttle stop screw until a safe but slow idle was arrived at.. for emission purposes idle mixtures tend to get set on the weak side.. a weaker than ideal idle mixture with the throttle stop screw opened up a bit to compensate gives lower emission test readings.. i tweak my cars weaker for tests then tweak em back for smooth running afterwards.. thats why cars have blanking plugs fitted when they leave the factory now to stop folks fiddling with such things..
