Sorry, obviously your pad is not the problem!!! Something is fishy with your new chain if there is slack between cam sprockets. I wonder if your new chain or the tensioner was installed properly. I would set the A/C compressor aside and pull the chain tensioner, check it and replace/reinstall. There is a hole in the compressor bracket to access the tensioner, but I have never been able to get a wrench under the compressor. Maybe you're supposed to leave the bracket but remove the compressor from the mount? I just pull the whole bracket and compressor as a unit since it only takes 10 minutes.
I would also pull the valve cover again and get the engine to top dead center, and make sure you're at the top of the compression stroke at cylinder 1. Then see how the marks line up. While it's open I would take a peak into the timing cover to see how the sprocket and chain guides look. I'm not sure if you can even tell conclusively from above, but it's probably worth a look. I wonder if a broken chain guide could be the problem. Good luck.
