One way to physically check it is to take the inlet boot and piping off an see if you can turn the impeller easily. If you can and there's not so much play in the shaft that the turbine impinges on the housing.
Usually base boost is an electrical problem. Fouling of a single plug is and unlikely cause.
Check the connector to the APC box. Sometimes it just, plain falls off (I've seen a couple of those.) A bad knock sensor or knock sensor cable will make the APC go into base boost mode as well as a stuck brake light switch.
