That lower hose (the exit) is exposed to the least amount of heat throughout the cooling system. The top hose is exposed to the most heat. That's the hose prone to dying first. I wouldn't even worry about that lower hose. As far as replacing it goes - getting at the lower connection is a matter of removing the intake ducting/air filter to gain access. The top connection is on the water pump which is beneath the intake manifold. I know of no easy way to access that other than removing the manifold.
