My '88T has a similar ailment!! Have tried replacing the AIC..no dice. It is intermittant..with idle at perfect 800+, sometimes 1500, sometimes 1000-2500 fluctuating. At highway constant speeds, the tach needle will start moving between 2800 and 3000 for instance, and the the car will start "hoping" speeding up or slowing down "fixes" it! When its "hoping" RPM's will fluctuate by 1000 or more.
It has been suggested that this is an ECU issue...your thoughts PLEASE!!
