1984 turbo 3-5 volt a/c signal to coil missing - why???

I have a 1984 turbo with a engine speed relay and enrichment relay. the fuel pump relay on pin 31b is not recieving the 3-5 volt a/c signal from the tach. or to the negative side of the ignition coil. it reads more like 2.4volt a/c. my O2 sensor reads between .7 and .9 volts hot. but my CO only is aroung 20% i rev it up and it goes to 50% let off it goes back to 20% and will not adjust manually, yet the modulating valve is buzzing away and fuel pressure is exact on spec. i push in the full throttle and the car stalls but the meter goes to 75% then drops down prior to stalling. first- where does this 3-5volt a/c originate and what effect does it have on the ignition system. out of all my relays, etc these three relays are all missing this 3-5 vac a/c signal. my car is running rich, plugs foul quickly, no smoke at idle only light black smoke under light load, very little at high speed. car stumbles on initial accelleration and runs awesome once running up in third gear, go back down and same thing happens, any thoughts on this problem?
