Addressing your enrichment problem.
The .7 to .9 O2 sensor voltage reading confirms you are running very rich.
If your pulse duration meter is reading 20% it is an indication that it is trying to lean out the mixture for you but has probably run out of control range.
Possible Reasons:
1. Thermo Time Delay switch is bad, activating cold injector all the time.
2. Cold Injector is leaking
3. Control plugger on fuel distributor is sticking or the fuel distributor enrichment screw is way out of adjustment.
4. Warmup regulator is applying incorrect control line pressure after warmup.
I would also recommend testing the function of the O2 control system. With the O2 sensor wire pulled off you should lock on to 60% pulse duration. With the sensor wire pulled off and shorted to the car body, it should lock onto approximately 75%. Depressing full throttle switch, it should lock onto 80%.
