See what happens at highway speeds when you floor it for max boost. For a near stock setting max boost should settle down between 1/4 into red and beginning of red. Somewhat higher boost levels can be expected at lower RPM levels. I think this is what you are getting and you should be fine so long as you don't go crazy, i.e. use the max boost when you need it.
The knock sensor should signal the APC to cut boost and protect the engine from hi-boost detonation.
If max boost at highway speeds is deep into red, the APC box has probably been tweaked. If properly tweaked, you will usally see some boost kickback as the knock sensor goes to work. If you are running standard premium fuel with no octane booster, stock injectors, stock FPR, AND you see no knock sensor action, perhaps the APC potentiometer labeled "k" has been fooled with. This is not recommended. You turn the k pot counter clockwise to increase knock protection. You can also adjust the f pot for max boost and the p pot for response/default boost level. If p pot is turned too far clockwise(it is sensitive), you will get boost overrun and can overpower the f max setting.
