Visually inspect the chain for wear - does it have shiny and worn spots? Do the cam gear teeth look good or worn? Is the chain guide (rubber bit on the underside of the valve cover, above the chain) look good, or is it dried out and shrunk? (I'll bet after 15 years it doesn't look great). Replacing that guide is a nice thing to do.
Turn the engine over to Top Dead Center (TDC) for cylinder #1. There should be alignment marks on the cams and cam bearing blocks. Do they line up? If they line up pretty good, that's a good indication that the chain isn't worn. If they're off - around as much as a half-tooth off - then the chain is worn. If it's more than a tooth off, then at least one cam had the chain jump a tooth - you'd notice some pretty lousy performance if that happened.
Inspecting the alignment of those marks is about the best way to determine how worn the chain is.
