The workshop you most recently went to, I believe, is trying to "take you for a ride" as we say in the 'States. They are most likely a swindler shop unless they plan to pull apart the car for some unknown reason and then put it all back together!

I think you simply need to get a good manual for the car (Robert Bentley Publishing Co. SAAB 8-valve 900 manual is excellent) and readjust the handbrake/emergency brake.

If you get that working, the cold-start issue shouldn't be a very big problem. Could you describe the cold-start problems in more detail?

Does the SAAB refuse to start when cold? Does it accelerate slowly or sputter during acceleration when engine is cold? What is the idle speed when cold?

I don't know if your SAAB has the Bosch CIS fuel injection (also known as K-Jetronic) since it is European. If it does have CIS, you can look at my fledgling SAAB 900 website for some basic testing information, linked below.
