Front brakes that have the e-brake incorporated with them are a pain--I need to do the right front on my '84 now--but it's not a hard job, and you sound like you have the skills to do it. Assume calipers, pads and rotors, and do the e-brake cables while you're at it. Figure $300 to $400 US for all the parts and using rebuilt calipers. Rear brakes (rebuilt calipers, rotors, pads) are very easy, maybe $200 US total for parts. (Haven't done mine in ages.)
Cold start can be a number of things, but it's a diagnostic process--I think you have a Bosch CIS system. There are only about 4 or 5 things that can be bad, and you probably won't have to replace all of them. If the car is good, take your time and fix it. Nothing you need to do requires anything really special.
