I'd put it up on jack stands and carefully poke around above the cat (cold, of course :-) with my hand to see if it's really thin or a finger will go through it. There's just enough clearance and you can pull down on the exhaust enough to get some additional clearance if you need, assuming that the pipes and joints are in decent shape.
I forget what material the heat shields are - aluminum vs galvanized carbon steel, so "rust" might not be the right word.
