Just to make sure that you're not stuck in base boost, pull the plug out of the apc soenoid up near the coil. If the boost is the same, you are stuck in base boost and all you have done is dramatically increase base boost via the wastegate.
If the boost drops to half yellow or so with soelnoid unplugged, your APC is functioning OK and you should be good 1/4 into the red is fine. If you turn up the f and p pots in the APC box you can get well into the red before the knock sensor intrudes.
