well..couple things wrong. one anyway...just into the red should be 12 ish. needle just clockwise off vertical is around base boost. 9.5 shoudl be 1/8+ below red.
re base boost. if you crank it down too tight the controller may not be able to control high end. what does it do with apc plugged in? since this is your first saab turbo. i'd suggest resetting base boost to 7 ish and adjust apc to give 13-14. then work on tuning, plugs wires, vacuum lines, compression check. idle set...little things. get some bigger injectors and then turn it up a little more. keep in mind that parts will break when you ask for power. search the board for transmission :). and as you get more power so do you need to pay attention to brakes and susp.
some use a rrfpr ( as i do to but i keep boost low) but i find that at high boost and mid rpms it goes way rich. a custom ecu is the only way to actually get a clean burn when you rellly up the power. analog systems can make it better but if you see a stock a/f dyno run and compare it with aftermarket tweaked units the "saab a/f rich at boost" is a distinct curve that occurs on all. there are some things you will really like about the saab. given enough time there will also be some you hate.
