What happened is normal for a turbo car that's not maintained all that well. Replacing old and aging rubber grommets, vacuum lines and hoses is considered regular care. From the picture alone it's obvious to see that the rearward rubber grommet is also in need of replacement because of the telltale trail of oil seeping from it and engine grime attached to it. As far as the fear of the rubber piece breaking off inside the manifold, yes that is a concern, which is why those pieces should be replaced before they become too brittle to remove. If a piece does fall inside, you'll have to retrieve it by disconnecting the throttle body and fishing around in there. Such a hardened lump of rubber could be disastrous to an intake or exhaust valve, or the turbocharge unit if it got sucked in while driving. If you have to drive it in order get it to the shop for those parts replaced, and if you fear they may break apart when the mechanic pulls them out, you might consider reinserting it halfway and stay off the boost while driving. If it's too loose inserted halfway, wrap some electricians tape around it's base. That will temporarily tighten it up.

Alternate approach: Those rubber pieces (should) have a lip around their base which serves to secure them into the manifold. Try cutting that lip off with a sharp blade. And if it's too loose when back in place after cutting, the elec tape around it's base will solve that problem. Good luck.
