that would indicate that the pressure transducer is faulty or the apc is set wrong. since you have "got it straight" in terms of connections etc you can move forward. i am also assuming that it is in good tune with good wires and plugs. that is actually a very critical component of a boosted engine. the spark will start blowing out at about 16 pounds.
your next diagnostic is to remove the hose to the wastegate actuator and give it a quick spin. let it warm up a little first. get on it in third and see what it does. the pressure gauge should blow as far as you will let it. stop at 3/4 red and only just run it long enough to verify turbo physical unit is good i.e. 1 second. it appears tho that the wastegate is working fine if it boosted into red with transducer unplugged. but this is a quick crosscheck.
so if it boosts on up then reattach line and open apc, check the position of the frontmost adjustment pot. (search for for tweak apc on saabnet) don't tweak it yet for perf though. just try to to get it set to JUST into red at highest boost,clockwise is highr boost. that should be roughly straight up and down on pot.. maybe 11-11:30??. if the adjustment to red is way off of that mark i'd suspect a pressure tranducer...which i already do since two apc's did the same. i do not believe the pressure/resistance curve is in the bentley but someone here may have that data. use a hand pump and check calibration.
