No dif with solenoid unplugged indicates that you are only getting base boost. You could have over-shortened the wastegate adjustment leading to too high a base boost.
Take a meter and see with ignition on and motor off, if you get 12 volts and a good ground at the connector to the APC solenoid. If no 12 volts, you need to check wiring back from solenoid.
If you have power and ground, you might have a bad solenoid. They can sometimes be resurrected by cleaning them with carb spray and finishing with wd40. The solenoid should click once when the ignition is turned on but engine not started. I would tee-in a calibrated boost gauge and see what base boost is with solenoid disconnected and you probably should not exceed 6.5psi. 5-6 psi is fine.
With this right and stock settings on APC box, you should see max boost just into red. Then you can tweak box to get desired max boost.
