No Light on Cruise.

I have down loaded several procedures that seem to focus on the vacuum side of the typical cruise control problems. The CC appears to not be turning on and I would also like to point out that I have no fuses blown though I will check them with a multimeter when I get home. Would a failed vacuum pump or severe leak keep the indicator light from coming on? I pulled the lamp out and checked it last night and it seems fine. I also did the vacuum check and the system seems tight although I think I will try it again tonight with a hand pump so I can see if there is a drop on the line and whether the brake switch is doing its thing.
I am open to ideas but it seems like the CC system has no power.
