I don't know, but I would suppose that 18mpg is too low of a milage to be getting with a SAAB. I have never gotten below 23 mpg in my worst driving conditions (granted, this was with an old 5-speed, 8-valve non-turbo 900S, so I might be comparing apples to oranges here).
I would think your 900 needs a tune-up, especially if one hasn't been done in a while.
Does it run roughly at times? Sputter in the mornings? Ever have strange idle speed swings, up and down?
There could be several reasons why your 900 isn't up in the 20 mpg+ range.
Just a thought.
