Light will never come on if you're only putting in 8-9 gallons! Even imperial gallons! I believe fuel tank capacity is around 16.5 gallons with the reserve light coming on around 2-3 gallons. I regularly get 24mpg with my 87 900T (automatic) around town and on the freeway, but I also have a modified vacuum advance/pressure retard with a 20 degree BTDC basic timing. The stock 16 degree timing yields roughly 22mpg over the same driving cycle (roughly 40mi one-way to work, either around the DC beltway or through town). If you're getting 18 mpg, try running about 230mi before filling up (if you're really hinky you can put a couple gallon gas container in your trunk when you get up to around 200mi!) and the light should go on. The light should also go on when you first turn on the ignition without starting the car....if the light doesn't go on it's probably burnt out although I've never burnt out a low fuel light on a saab, one with over 188K and the current 87 900T with over 260K mi.
