Wow! They still made 8-valve Turbos in '87 for Europe!
If your 8V is similar to my non-Turbo '84 8V, this might help...
Some time ago, my '84 8V 900 had intermittent fuel pump problems. The problem was traced to a bad ground (earth) point in the trunk. This same thing could account for your voltage drop at the pump, perhaps.
The mechanic (Tom Townsend of Townsend Imports) cleaned the corrosion from the bolt the eyelet connectors which ground at that bolt (attached to the rear of the central support under the trunk floor, visible when you raise the trunk floor to access your tool kit).
Try removing that bolt (with battery disconnected first) and cleaning the ground point.
$312 sounds rather expensive for a pump, to me. And $160 for a relay is outrageously expensive.
