The voltage drop (11,8 to 10,2) thru the wire implies that the pump is drawing some current. You say the pump hums, that sounds to me like it's stalled, & NOT spinning. If so, sounds like its time for a new pump. But for those prices, I'd check first to make sure it's a bad pump. How about mail order parts? I have NO IDEA about that in Norway...

You might try putting 12v power directly to the pump. Just so you don't set something on fire with a spark, you could take the pump out of the car, use a car battery & a couple wires to see if the pump runs. That will tell you if the pump itself is OK - then you can look for bad wiring from the relay back to the pump. Including the grounds like Micah says.
