Sounds like a freeze plug. If its ruptured you should be able to poke a hefty screw driver through it and pry it out. They press in. I had one go on an old ford galaxie but mine popped out. They make emergency plugs that are big rubber stoppers with a bolt and two wahsers on the ends that you put in the hole and tighten the bolt. That squeezes the stopper and and seals the hole. You don't want to leave it in for long. You could also get the block heater (possibly) as I think it uses the same hole. that one you could leave in obviously. The stopper will get you off the street and then some and it's easy to install if you can get the old one out. It should come right out at this point.
