Chances are your base boost is half what it should be. The spring in the wastegate controller gets tired and you probably need to shorten the rod to get it back to 5-6 psi. Hook up your dalibrated gauge and pull the APC solenoid plug to limit wastegate contol to base boost. Take the car for a spin and see what max boost is in 3rd gear. Bet it's only 3-3.5 psi.
You can get under the car and easily unhook the wastegate arm and turn in the threaded connector piece. About two turns per psi(first psi gain may require extra turns). Actually you should free up the lock nut and get the collar loose before test driving the car so you don't burn your fingers. Be careful not to twist the rod that goes into the boost diaphram control module, since this will tear the diaphram. I hold the rod still with a small vice grip while I get the collar to turn freely.
By getting the base boost up to snuff, you will get much better spool up and boost response.
If you continue to experience high RPM problems, i would sort out the ignition. Plug gaps should be at 0.024", plugs should be NGKbcp7es or 7ev, bougicord plug wires, OEM rotor(with 1k ohm resistance between tip and center contact). All these items can greatly affect high rpm performance. Also, if you experience surging and flat spots after all tuneup items are sorted, chances are your AMM is bad.
