Sounds like you have a grip on all the different pressures. It's otherwise difficult to give advice online if the gauge are not hooked up properly or if they don't know about the two different pressures with valve open/closed.
As long as the pressure stops around 30-40 Psi (2.5 Bar)aka residual pressure, after ignition is turned off (or jump wire removed) and it stays there for awhile (book says 30 min), I don't worry about it.
If the pressure slowly keeps dropping down to zero, you have a leak somewhere.
Control pressure is the value that changes from about approx 20Psi when cold up to 53 Psi when warm, That's what I mentioned as running pressure and is set by the warm up regulator.
System pressure is the value that the shim loaded valve on distributor sets.
One problem I have found a couple of times is when changing the fuel filter and not checking/cleaning the banjo fittings from debris, or in worst case reusing the Saab original washers is that small pieces from the rubberized washer can and will come loose and enter the fuel distributor.
I have managed to take the distributor apart and found tiny rubber strings lodged in the ports not allowing the fuel metering piston to move.
Bosch or Saab does not recommend to split the distributor open and you might destroy it if not done correctly.
