With the engine running, the alternator should be putting out more like 14v. At 11.8v it sounds like you're running off of the battery.
Maybe the voltage regulator? But if you've got an electric stand to check it out, that's even better. As far as I remember, the case is grounded thru the ground strap. The large bolted terminal goes right to the battery, that's the power output.
The small (+) wire comes from the charging idiot light on the dashboard. But that's the exitation current for the rotor. On a test stand, you want to supply +12v to that small connection. Once the alternator starts charging it'll raise the voltage of that terminal up to match the voltage of the big (+)power lead. In the car that means both sides of the light bulb are at +14v with no current flowing.
