The brake tool is available from sponsors like sobstory. Parts chains also carry generic tools. Your bike tool may work fine if the pegs match the holes or are adjustable. People even use snap ring pliers/tools.
If your rotors are not causing any pulsation, you can probably use them with no problems. New pads will quickly conform to any minor grooving on the rotor surface. A good trick is to sand the surface to break any rotor glaze if they have a polished look.
You can measure rotors with a tape measure or ruler against the edge and just estimate the thickness by eye if there are pad ridges at the edge(which can be filed off).
Now is a good time to flush the brake fluid, if not done in the last 2 years. Check the flex hoses for bulging and cracks.
