the ignition system controller is sensing knock. You probably see a series of 4 blinks, pause, 4 blinks .... and it gets faster with engine speed.
Generally, this means that the ignition controller is getting interference through the knock sensor cable. It interprets the interference as knock and backs off the timing. When the timing is backed off all the way, it blinks the CE light. It could be bad gas, too.
What are you using for spark plug wires? If they're not Bougicords (the OEM spark plug wires) or Magnacords that's probably your source of interference. Bougies and Magnacords have shielding that keeps the radio frequencies from radiating from the cables.
You can get Bougicords for $30ish (as of the last time I bought spark plug wires) from many of the site sponsors.
