The ECU won't trigger the fuel pump relay unless it receives a pulse from the ignition system. This is done for safety reasons: get in an accident, car stalls, pump is turned off to minimize fire risk.
So, it's likely you have an ignition pulse/spark issue. Also, the 89 ECUs are apparently prone to failure, yielding the same symptoms you describe. Does the car start when you jump the fuse and run the pump?
Does the tach needle bounce a little when you turn the key on? If not, then you're probably not getting an ignition pulse for the ECU and I'd guess you're looking at either a Hall sensor or ignition control module issue. The Hall sensor on your car is located at the crank pulley -- not easily removed/replaced. Ignition control module, OTOH, is bolted to the body at the front fender, driver's side (U.S.), next to the EZK black box. You might try pulling the one from your 4-door and swapping it out.
