Will this work?

Okay, here is my procedure to fix my passenger side floor pan that is rusting:
1) Wire brush loose rust and scale.
2) Remove any grease or oil with Por 15 Marine clean.
3) Prep it with Por 15 Metal Ready.
4) Apply a couple coats of Por 15 Rust preventive paint.
5) After Por 15 is done curing(several hours) put the fiber glass patch kit on. I'm using the fiberglass to reinforce the metal just in case it is weakened slightly from the rust. It feels pretty solid by pressing on it but I just want to make sure that it is nice and sturdy by applying fiberglass to it.
6) After the fiberglass has dried, apply another coat of Por 15 over the fiberglass. I'm not sure if a coat of Por 15 is necessary on the fiberglass or not, but I just want to make sure that it is thoroughly protected from possible future rust that may happen.
7) After that is done drying put the carpet back on and hope that was sufficient enough to get the job done.
If you think there is something wrong with my fix, please let me know and give me some advice. I'm just trying the best I can to fix it without it costing me an arm and a leg. The drivers side cost me 350 dollars to get fixed, but of course it was much worse than the passenger side, it required a wield job.
