The only thing I'd add is to POR-15 the outside, underneath the the rusted area. In case there are pinholes that have gotten through the rubberized coating, you'll want to seal the outside, too.
I lived in Syracuse, NY for many years and spent 25 years putting fiberglass, galvanized steel, etc. patches in the floors of cars with varying degrees of success. One thing that you'll want to be careful of is that the fiberglass can have a tendency to shrink and peel away from the metal if the bond isn't perfect - and that can be made worse if water wicks between the fiberglass and the metal if you don't also seal it from the outside. BTDT - syracuse has about 6 months a year of moisture trying to get into your car from underneath from snow, slush, condensation, etc.
It's different if you live in Southern California or Arizona, of course. They don't have too much moisture to worry about.
