I've seen the exact same issue; most recently on my '90 SPG. As johnk said, turn the key on and listen for the ABS pump. It should sound like a faint hum. If it sounds rattlely give it a whack with the handle of a large screw driver and see if the sound changes. If it does the pump is dead/dying. (
When I replaced mine on the '90 I disassembled the motor to see what was wrong: there was so much crud built up around the armature I don't know how it was able to run at all)
It can't be changed with the ABS master assembly in place. There's 2 4 inch long bolts that hold it in place on the master assembly that hit the firewall. You will need to remove the brake master from the car; brake fluid resevoir, 4 brake line connections at the master, 5 wiring plugs, 4 nuts under the dash (remove the lower dash pad), reconnect everything and bleed system.
I the motor doesn't run at all, disconnect the motor connector under the resevoir and apply 12 volts directly; black is neg, red is pos. If it runs ok your problem is the pressure switch or relay. Pull the relay and jumper the main contacts (look in bently for correct pins or take the relay apart to see which are the coil vs the contact pins, look at the relay contacts also) If it runs with the relay jumpered the pressure switch is prob bad.
It CAN be changed in the car. Medium channel-locks will do as it's not tight.
