Whenever you paint or powner coat a unit that needs to be grounded, you need to strip some of the paint where the bolts go through. Even on the TV shows like "American Chopper", and American Hotrod" you see them stripping powder coat with a razor by several bolts, but they never explain why. This is why. The reason many people may not be having a problem is that they may be drilling the manifold holes clean before installing their bolts otherwise the bolts won't fit. This will allow electrical contact by the threads.
Chromium will NOT do this as Chromium is a metal, and metals conduct electricity well enough for the car to run.
