Upstate NY: I drive 20 miles to work. Snow tires ensure I am way, way, way better-equipped than just about anything else on the road. If you're only going to see one or two storms a year farther south, then check out a set of WRs, but if you're stuck in it like I am from now until mid-March, the Hakkas are worth their weight in gold.
Key idea: in colder temperatures, "all-weather/season" tires' tread compounds lose their grip. Also an arrow-tread shape and 185 width will ensure you actually bite into the surface, instead of riding over it.
My mom used to run snow tires all year on the car- they happen to be excellent rain tires too (arrow tread). There's a bit of a handling compromise though.
On more than a dozen occasions last year (a few on ice) the snows meant the difference for me between hitting something and being able to stop in time.
