If you get snow on the roads, more than just a little slush, but an inch or two or six, there is no question about snow tires. Real snow tires beat all-season tires, period. And both beat 'performance' tires hands down.
That said, there is no hard definition of a 'snow' tire. I see all-season tires with a 'M&S' (mud and snow) rating. They're good, but not as good as an agressive snow tire. A bad snow tire is not as good in snow as a good M&S all-season.
A good snow tire has a blocky, deep tread. The grooves are designed to clear snow. The rubber stays sticky at cold temperatures. Many are set up to accept studs.
I have driven with performance tires ('summer' tires), all-seasons, and good snows. My 'summer' tires are P4000 M&S, and they work great in rain. I take them off and put on Gislaved Nordfrosts in the winter. With a little bit of slush on the road, no difference. With deep slush, or a few inches of packed snow, there is a MAJOR difference between the snows and regular tires.
Of course, where you live matters. The farther north, in general, the more snow. But not always true. If you live in Northern Florida, you don't get enough snow to matter.
If you see a couple of inches of snow a year, don't bother with snows, and wait for it to melt. If you see snowstorms of 4-6 inches or more with some regularity, get snow tires. Or stay home. Pick one.
Can you drive on regular tires? Sure. I've seen folks do just fine with lousy equipment. A buddy of mine does great in snow with an old RWD Impala and slippery tires. Of course, he's got a skill level well above mine. And with proper equipment, like real tires, his stopping distances will be much shorter. No skill in the world will make the car stop in time with slippery tires if somebody pulls out in front of him.
