Their brightness (probably the wrong term!) is controlled by one rheostat IN the instrument panel. It has three buttons - left is "clock-set", center is "odometer reset", right is "Instrument lighting". This lighting uses the same source/fuse as the other dash lights, so no fuses are blown in your lighting circuit. Bulbs accessible thru drivers-side speaker panel (2 along the top of instrument panel).
There is another rheostat on the larger dash panel, to the left of the instrument panel/steering column, by the Driver's Mirror adjuster. It controls the intensity of lighting in the radio, heat/air switches & knobs, window switch, roof switch, foglight switch, and just about ALL switch lighting. Bulbs accessible thru drivers-side speaker panel (several smaller bulbs in second row of instrument panel). These bulbs are all trhe same, EXCEPT the one in the Green Holder (battery/charging lamp).
I usually get keys from a close-by reputable locksmith (a REAL locksmith). He stocks the black "rubber-head" keys, $4.99. Yes - get steel (not bronze/aluminum). The number on the key doesn't mean anything, I don't think. I've had a few of the C900's, all with the same number. The real code number is on the lock cylinders.
For my '84, the key was worn like yours (I bought it in N.Y. and wanted an extra key for the trip to Maine. Stopped at a hardware store, and they were able to make a decent one which works correctly - luckily.
