The APC device senses boost and sends an impulse to the APC analog computer. As the pressure rises the APC computer cuts boost by telling the wastegate to open. If the middle openning is made more narrow, the APC senses the increase in pressure more slowly. This allows your boost to rises more quickly. Once the pressures equilabrate you lose some boost pressure because the APC sensor finally equilabrates. A smaller aperature is like making the waste of an hour glass narrower. Sand eventually gets through, but more slowly. This allows you to accelerate more quickly, but then backs off the boost at cruising speed (when you no longer need it as much).
This is a down and dirty explanation, and there is a little more to it. You can ask the guys on the performance BB for a more in depth answer. JAK would be the most informative guy, but Ubipa and Gorper, MS, SimonS, Group9 and Swedish Dyn are several of the other very reliable sources (there are many more, but I just can't remember all their names - so please guys, don't be insulted if I left you out).
