My home made tool:
I used a rectangular 1 inch thick block of wood, 6" tall, and wide enough to fit between the vanes of the collar. I notched out the bottom to clear the connectors and such. In the top of the block I drilled a hole just large enough for a breaker bar.
I put the block on top of the collar, slipped a breaker bar through the hole and was able to remove the collar without breaking any of the veins.
The jpeg I drew at http://members.cox.net/saabstuff/juelpumpcollar.jpg might help illustrate what I mean.
Hope this helps. Most is from memory, as I did this several years ago.
