I also had a no-start condition. I had my wife crank the engine while I listened in the luggage compartment, as well as laid underneath the car and listened to the bottom of the fuel tank: no hum at all. This proved that the pump was not running.
I followed the Bentley and tested the relay first to make sure it wasn't electrical. I should have done the next thing first (as you did) to save me the trouble of removing the knee bolster.
Then I jumped pins 27 and 30 and the pump hummed. I then had my wife crank the engine and the pump did not hum, so I banged on the bottom of the fuel tank from underneath, and it started to run, and then the engine caught and ran.
I then moved the car to the road in front of my house to shovel snow out of the driveway, and left the car running, and then the pump competely died. So now I'm on the road trying to replace the pump (oh, joy!!!).
