By won't unlock you mean that the release handle doesn't engage? This lock mechanism 'disconnects' the release handle connection to the latch when locked. Most common fault is when the rod that goes to the latch falls out of its guide. The inside panel is easy to remove exposing the inside of the hatch and the mechanism. It's pretty obvious how it works once you inspect it. The whole mechanism is fairly simple, but not very robust. I always advise getting into the habit of pushing down on the hatch when pulling up on the latch release to ease strain on the mechanism.
