The e-brake should have absolutely no effect, other than to light the parking brake light when it is pulled up. But that's a different light than the Brake Fluid (level) and ABS lights.
When the car has been sitting a while (hours, or overnight), the pressure in the ABS system will leak down. That's normal. So when it first starts up, the ABS pump should run and pressurize the system. Pumping the system down by repeating hitting the brake pedal when the car is off will drop the pressure faster, but I don't see that helping any.
If you pump the pedal to depressurize the system, and when you turn the car On, you should get BOTH the ABS and Brake Fluid lights. I assume that's what you're seeing by your comment "i do have both lights at start up" I assume it's the Brake Fluid light, not the parking brake light.
I assume that you're getting brake boost, that you hear the ABS come on and shut off, and that the issue is the ABS light (and therefore lack of ABS). I'm a bit concerned that with all the things replaced, some wire (or ground) may have gone astray. I'm sorry, but I don't know where the Brake Fluid level switch ground is - I assume you can trace the black wire and see where it goes. Otherwise, It isn't anything obvious. Sorry.
