I'm not sure what resistance you're talking about. If your fuel pump is hooked up funny to cause it to run all the time, that's not the way it's supposed to be. But it won't cause your problem all by itself.
There's fuel being pumped thru the rail as long as the pump is running - that's normal. But are your injectors actually firing full-time? Go to the FAQ that I linked below, all the way to the bottom. You can have the ECU cycle the injectors to verify their circuit is OK.
In my experience a bad ECU or bad crank sensor would result in NO fuel. With specific problems that's either a fuel pump that won't run or injectors that don't fire.
So your engine is getting flooded with fuel. Have you checked to see whether the fuel is getting in thru the injectors vs. thru the FPR vacuum hose?
