There are two hoses that are supposed to come off of the vacuum nipple on the side of the intake manifold:
- the hose that runs along the back lip of the engine compartment to the vacuum canister on the passenger side.
- The hose that goes to the boost pressure transducer and boost gauge.
If you're seeing anything on the boost gauge, one of those hoses has to be going back there.
The cruise control isn't connected to the engine vacuum hoses at all. It has its own separate vacuum pump.
It looks like the previous owner had a bunch of hoses that had gotten brittle, split, and leaked. They kept trimming them until they were too short to reach the vacuum nipple or cut one to make the loop.
That moldy-looking hose from the vacuum nipple on the top just ain't supposed to be like that.
Whatcha will want to do is get 15 or more feet of 3.5 mm silicone hose from a speed shop, hosetechniques.com, or saabsaviour and replace all of that stuff. Get new rubber bushings for the vacuum nipples while you're at it. It will make a world of difference. I got 25 feet of it from a local speed shop for a buck a foot plus tax.
I forget where the third hose on the top, front vacuum nipple is supposed to go.
And, as you probably already know, get NGK BCP-ES7 (or EV7) plugs, gapped to 0.24", Bosch cap & rotor and, like you mentioned, Bougicord spark plug wires. Accept no substitutes. You can get all of these from many of the site sponsors at good prices.
One common reason that 900Ts get knocked down to base boost is that the OEM spark plug wires got replaced with something cheap (and un-shielded.) They emit RF interference which the APC box picks up on the knock sensor cable and interprets as knock.
Also, check for an unplugged APC box. Sometimes, the box is just bad, too.
Make sure your timing is correct, too.
