Vacuum Advance & Centrifugal Advance, 1983 900T (8V)

So I was puttering around with my '83 900T this weekend (again) and pulled the hose on the vacuum advance to suck on it. Air pulls (and blows) straight thru with little resistance. That obviously needs to be changed out.
But, in reading Bentley it appears my distributor has a centrifugal advance mechanism, too, which a search here shows can seize up. When I gently crank on the rotor it doesn't move a fraction of an inch. I popped the dist cap on the 1978 99 T in my garage to compare, and that one easily rotates the 1/8 turn Bentley says my 900 8V should.
So, the mechinasim is evidently corroded or otherwise locked in place. What are the finer points of refurbishing the mechanical advance mechanism? Can it usually be done with out removing the dist? Any reason to consider replacing the entire distributor?
And...could lack of advance/retard contribute to an enging running hot?
