There should have been a total of three belts to begin with. The outermost belt driving the A/C compressor, and two identical redundant belts, driving the water pump and alternator. If one of these is the "other belt" that you referred to, then it is definately not safe to run the engine.
Save yourself a lot of potential damage, and get all the remnants out of there. Then, maybe you should be safe to limp it the 10 miles or so. Keep an eye on the alternator light, because if it should come on, it means that the last remaining belt is shot (and also no longer turning the water pump).
